Sarah Graham is an associate with Strategic Economics who specializes in assessing the economic and fiscal impacts of land use policies. She has managed numerous projects related to fiscal impact analysis, market analysis, and the funding and financing of public infrastructure. Current projects include calculating the fiscal impacts of land use alternatives for the Albany waterfront, market and fiscal analyses for the Menlo Park El Camino Real/Downtown Specific Plan, and assessing federal, state, and local policies regarding mixed income housing and transit oriented development.

Prior to joining Strategic Economics, Ms. Graham worked at MuniFinancial, where she served as a project manager of economic and fiscal modeling and real estate market analysis projects for local government clients. Projects included analyzing fiscal impacts of land use policies, assessing market demand for housing and retail in several California cities, and calculating development impact fees for a wide variety of fee categories, including habitat conservation plans, transportation facilities, inclusionary zoning, commercial linkage, condominium conversion, and public transportation.

Ms. Graham holds a Master’s degree in Public Policy from the University of California at Berkeley. She received her B.A. from Tufts University in International Relations, specializing in Environmental and Economic Affairs.
