Strategic Economics was part of a consultant team selected by the Valley Transportation Authority to create a
manual cataloging the variety of techniques cities can use to encourage development that will both support the
use of transit and other alternative modes and maximize the benefits of public investments in the transit/
transportation infrastructure. The practices included in the manual respond to long-term economic trends, a wide
variety of development opportunity sites, and the need to enhance quality of life in Silicon Valley.

Specifically, Strategic Economics wrote sections of the manual dedicated to integrating retail into transit-oriented
and mixed-use development, attracting private sector developers to these types of development, and expanding
participation in joint development. The firm also wrote portions of the manual dedicated to reducing parking
requirements and building community support for best practice developments.
