| Strategic Economics was part of a consultant team selected by the Valley Transportation Authority to create a |
| manual cataloging the variety of techniques cities can use to encourage development that will both support the |
| use of transit and other alternative modes and maximize the benefits of public investments in the transit/ |
| transportation infrastructure. The practices included in the manual respond to long-term economic trends, a wide |
| variety of development opportunity sites, and the need to enhance quality of life in Silicon Valley. |

| Specifically, Strategic Economics wrote sections of the manual dedicated to integrating retail into transit-oriented |
| and mixed-use development, attracting private sector developers to these types of development, and expanding |
| participation in joint development. The firm also wrote portions of the manual dedicated to reducing parking |
| requirements and building community support for best practice developments. |
