Strategies for Incorporating Mixed-Income Housing in TOD

Strategic Economics and the Center for Transit-Oriented Development have been hired by the Enterprise
Foundation's Denver office to evaluate potential policy interventions that may facilitate the development of
affordable and mixed-income housing around Denver's future transit stations. The study uses four case study
station areas to identify potential policies and tools to promote construction of new affordable housing and
preserve existing affordable housing near transit stations. In particular, the case studies will test the ability of a
land banking mechanism to preserve opportunities for future affordable housing construction. SE will analyze a
variety of demographic and market data for the region and case study station areas, and conduct informant
interviews to develop a financial model for land banking at the case study locations. Once the general terms for
acquiring land in the case studies areas have been defined, this information will provide the basis for creating the
structure of a land banking loan fund.
