Strategic Economics worked with the City of Fremont to study options for the Niles neighborhood, an historic
district with a minimal job base. By assessing real estate conditions for various land uses, including housing,
small-scale office, local-serving retail, and regional-serving retail, Strategic Economics developed a land
development phasing plan for this area that included the location and type of catalyst projects that could be
associated with each development phase. In addition, the firm conducted a pro forma financial analysis of a
hypothetical mixed-use building to determine whether such a project would be feasible.
