Hacienda Business Park Mixed-Use Retail Market Analysis

Hacienda Business Park is one of the Bay Area’s premier employment locations, with over 15,000 office
employees, 3,500 housing units and multiple strip and community retail centers. The 2001 office market slump
prompted Hacienda property owners to explore strategies that would maintain the park’s competitive edge in the
face of cyclical real estate market fluctuations. Towards this end, and to achieve broader regional goals of
reducing auto-dependency and preserving open space through infill development, the East Bay Community
Foundation retained Strategic Economics to analyze the potential for ground floor retail in a mixed use context in
the Hacienda Business Park. The study employs mixed-use retail case studies, an analysis of competitive
supply, and interviews with retail brokers, developers, and retailers to arrive at recommendations regarding
tenanting, size, and major design elements that create long-term value. Broader community objectives that
informed this analysis included maximizing the benefit of the East Dublin BART station and advancing the City’s
goal of creating more affordable housing in Pleasanton.
