Carville Sierra, Inc. has proposed a mixed-use, high-density community at Loma Rica Ranch – an area that the
City of Grass Valley is considering for annexation. In preparation for the submittal of the development specific
plan and proposal for annexation, Strategic Economics completed a fiscal impact analysis and retail market
analysis. For the fiscal impact analysis, Strategic Economics developed a dynamic, user-friendly, Excel-based
model that the developer and site planner (Opticos Design) can use as the development program evolves. In
addition, Strategic Economics provided the City of Grass Valley with a literature review of previous studies
comparing the fiscal impacts of smart growth development versus conventional, sprawling development.
