Ms. Fogarty specializes in market and financial feasibility analysis, development strategies, and implementation of public/private development.
She recently completed an analysis of the potential for joint development at the South Hayward BART Station in Hayward, California. The analysis evaluated a variety of development scenarios for mid-rise, mixed-use development that incorporates parking for BART. She also prepared a financial analysis and implementation strategy for a mixed-use project and intermodal transit center in Napa, California. For the County of Santa Barbara, she used pro forma analysis to evaluate the extent to which higher-density residential zoning would trigger new infill development in Isla Vista, California. She is currently assisting the Sonoma Marin Rail Transit District (SMART) in a developer solicitation for joint development at a future commuter rail station in Santa Rosa California.
Ms. Fogarty also manages many projects involving market analysis of development opportunities. She recently completed an analysis of long-term demand for office, industrial and retail uses in the town of Orcutt, California, which recommended changes to the town’s commercial and industrial zoning to better accommodate future development. For the City of Eugene, Oregon, she evaluated the potential for mixed-use development in a planning area adjacent to the University of Oregon. She is currently managing a regional market analysis for transit-oriented development near future BART stations in Eastern Contra Costa County.
Prior to joining Strategic Economics, Ms. Fogarty worked at Economics Research Associates where she conducted market and feasibility analyses for a wide variety of real estate projects ranging from affordable housing to high-end resorts. She also assisted with downtown retail and entertainment strategies in Racine, Wisconsin and Lincoln, Nebraska, and prepared long-range market demand forecasts for planning areas including the Warm Springs BART station area in Fremont, California and the Westside neighborhood in National City, California.
Ms. Fogarty holds a Master in City Planning and a Master of Science in Real Estate Development from the Massachusetts Institute of Technology. She received her B.A. in Geography from the University of California at Berkeley.
